Keystone Opportunity Zones (KOZ) and Keystone Opportunity Expansion Zones (KOEZ) are defined, parcel-specific areas designated by the community and approved by the state to provide greatly reduced or no tax burden for property owners, residents and businesses within the zone. Binding ordinances and resolution were passed by local taxing bodies and school districts granting waiver, abatement or exemption of certain state and local taxes for the zones. There are two KOZs located within Crawford County. The Keystone Regional Industrial Park, located in the southwest corner of the county, is the Commonwealth's largest contiguous zone and has property available for development. The 206-acre Titusville Opportunity Park has about 670,000 square feet of buildings for business location. KOZ designation for both zones expires in 2010. Three KOEZs located within the county have zone designations expiring in 2013. The Crawford Business Park and the former Talon Plant 7 facility are both located in Meadville, and the Cambridge Business Park is located in Cambridge Springs. |
